Step 1: Complete the required 8 hour operator course first
The DMV will not process your application without proof that you completed an approved 8 hour operator educational program (CVC 11202.5). This is the one step you fully control the timing of, so do it first while you prepare the rest.

Step 2: Gather your documents
- TVS Operator Application Checklist (OL 750), which doubles as your master reference
- Application for a Traffic Violator School Operator and Instructor Permit (OL 710)
- Form OL 141
- Personal History Questionnaire (OL 29B), unless you are submitting it with an owner application
- Live Scan fingerprint request (DMV 8016)
- Certificate of completion from your 8 hour operator course
- Proof you are at least 21
Step 3: Submit, test, and wait
Submit your documents and fees at a DMV inspector’s office and take the written TVS Operator Examination. You get three attempts, and the exam draws on exactly the material the 8 hour course covers. The DMV then investigates your application, which can take up to 120 days, so file complete the first time: incomplete files are the most common cause of blown timelines.
Your application stays valid for one year. Miss that window and you start over, fees included.

Can one person operate several schools?

What happens after I am licensed?
